If you have the cash, you should not do this. Getting marginal gains on console games will lead to an outdated PC given the quality of optimizing ports most developers partake in (poor).
But I can hear the argument that if you cannot afford a PC for use of internet/bill pay/school work and a 300 dollar console (plus the now required online fees), might be wiser to build a 400 dollar PC instead and enjoy older/less demanding games while not sacrificing livability of using consoles for web browsing/social media/youtube/etc.
It doesn't matter if you can build an equivalent device for the same price or not.
All that matters is you can spend double the price and get vastly superior tech. It'd be like buying a car and your only option is some piece of shit that goes 20 mph tops.

Everyone who cares enough about gaming to be on 4chan or even follow Gamespot/Giant Bomb/IGN closely (i.e. beyond quick review peeking), should absolutely have a gaming capable PC. But, the dudebros who only show up for Madden, Halo, COD and the occasional oddball Western RPG (fallout 4 or Skyrim) will not have the desire to learn anything beyond plug and play consoles.
The true console killer would be a Steam machine. But then the line between console and PC is further blurred.

The concept of a $350 PC is silly, you don't get a PC to break even with the consoles, you get it to utterly crush them, for that you'd need to get into the $500 range by spending extra on the graphics card and the processor.

Ok, if you mean console killer, we don't take display into account, because TV is not considered a part of PS4 price. I have a cheap but very decent and reliable logitech wireless keyboard, cost me 10 euro. Any OK mouse will cost you ~15 euro, some steelseries one like mine costs more, smth like 30 euro. But since we are talking purely CONSOLEKILLER, we only need a gamepad, and a PC WIRELESS XBOX360 oack cost me 32 euro this summer (gamepad plus dongle). Forget the hdmi as well, we are not talking about parts of the PC that are not ''the box''.
Regardless, you will probably spend MORE on a proper pc build AT FIRST, but you will save vast amounts of money for ''online pay'' and games themselves with pc. It is like installing and LPG system into a petrol run car, at first it's more expensive, but eventually it pays off. E.g. I got fallout 4, Just cause 3, witcher 3, alien isolation plus dlc for 40+18+27+10 euro, all together being 95 euro. What would that cost me on the ps4, as well as 3 months worth of service? I don't know the price of servise, so let's just count the game prices. I think it became clear already. Oh, and sony and cocksoft don't recognise Swedish bank cards, so I can't pay for their games in the online store.
