Why was this called the Citizen Kane of video games?
Because video game journalists wouldn't know good writing if someone beat them over the head with it.
I unironically think Final Fantasy VII is the Citizen Kane of video games. It was a huge leap in the visual presentation for gaming and it showed a lot of people the value of the medium.
Bioshock Infinite doesn't show the value of the medium, as a game it's a mediocre shooter. FFVII told an iconic story while having the characters constantly fight crazy boss monsters and play silly minigames. It told a memorable story without compromising the video game part.

People misinterpret the reason that citizen kane gets praise, thinking it has to do with the story and not the presentation, cinematography, and a host of other firsts for filmmaking.
They also misinterpret Infinite's story as good because it doesn't make any sense.

I mainly base my opinion for FFVII being the "Citizen Kane" of video games based on the visuals. Storywise it was great, but not really revolutionary and the ATB meter wasn't some gamechanging invention.

May I play devil's advocate by saying that BioShock Infinite's story wasn't that bad? Don't get me wrong, it wasn't very good, but I felt that it was serviceable enough to create atmosphere for the locales, and contextualize the player's actions, which is all a shooter really needs. At least there weren't any overly long cinematic sections that killed the pacing; I much prefer a weak story that stays out of the way to developers indulging themselves with hours of low rent imitations of popular movies.
If Infinite had decent shooting mechanics, it'd be a solid 7/10 corridor shooter; I could even forgive it for further simplifying the original System Shock 2 formula. But honestly, stuff like the two gun limit, and that awful ghost boss is way more offensive to me than the ending.

People seem to think "Citizen Kane of x" means "something that is really, really good" even though Citizen Kane isn't praised for those reasons. To be the Citizen Kane of something, you have to revolutionize the medium and influence pretty much everybody in some way. Citizen Kane isn't remembered for its story or writing, it's remembered because it employed film techniques that nobody else had attempted before and have been seen in just about every film since.
A better contender for Citizen Kane of video games is Super Mario 64 or maybe Doom.
