You have to kill all the enemies in the building. Remember to take no prisoners. Once you've done that, you have to fight the Dawn Patrol, but they're undead enemies, so use healing magic on them. Remember, poison was the cure for them. You can also get Lucretia to join you in the mission but only after freeing her from the Tornado of souls.
