Nope, the requirements for mega evolution are don't be a dick to your pokemon. Providing you can find a keystone for you and your pokemon anyone can do it. In digimon you literally have to have that shit bestowed to you by a higher power in times of need. Unless you're in the Young Hunters world even though it was still a time of need.
