this, undertale managed to get literally everything right.
the only reasons i can think of for people not liking it is:
>you dont like having an interactive story in your games
>you dont like the autismal fan base
>you dont like that style of combat
>you dont like how popular it is
>you're a stickler for graphics
and all of that is just opinions. the game did so good in every area on an objective level, and while hotland is the least liked area, thats because it was designed to be like those long puzzly areas you'd find in older vidya, and the developer even says through a character proxy that it sucks.
