Major aspect of cyberpunk is that it takes place in a (typically rundown) metropolitan setting. Otherwise you'd call something like Star Trek cyberpunk.

Cyberpunk means in the far future where megacorps rule the world in a dystopian society, where clunky but futuristic electronics and drugs run through free in the streets and smugglers are in high demand, then top things off with a depressing atmosphere.
Neon lights and rain slick city streets doesn't make something cyberpunk, but it is an aspect of it.

I know I have it, but I'm not having any luck finding it. I'll give you a few of the important notes from memory.
When creating your character, select "metastrumatic" for all three options, and just keep rerolling your character until you get stats you're happy with.
Research the medkit as soon as possible, and don't forget to equip it. Unless you're in a desperate hurry, there is never any reason to waste brouzouf on research, so always leave the slider as far to the left as it goes.
The BK444 is the greatest gun ever made. This fucker will take out just about anything with minimal effort. Save up for it, and never leave the house without it.
Hacking is a lot easier than it appears. So long as you keep the enemy's attack level low, it can't beat you. It might take forever if you have shitty stats, but with enough perseverance you can hack pretty much anything, and you can hack just about anyone. Fuck around with it.
Cloaking is a godsend, and will save your life more times than you'll be able to count.
