Civ 5 with its expansions is currently better. Although the rising tide expansion for BE was pretty good. Id wait for the next Beyond Earth expansion to come out then get all at once when its on sale.

BE feels like a Civ 5 mod with way less content than the base game, along with some pretty neat, but unfortunately underutilized ideas.
So unless you really like scifi, get Civ5 instead. It delivers a fuller experience.
