None of the Gym Leaders' pokemon are EV bred at all nor do they have the "best" moves except for maybe they're signature move. But the sig move isnt always the best either.

Gen 1 had no fucking balance and all of the trainers in the game, including gym leaders and the E4 and champion, had retarded movesets consisting of the 4 last moves a pokemon could learn. It's by far the easiest game in the series even considering the new Exp Share and free Lati@s. Exp share isn't even that big of a deal. Gen 2 and 3 had slightly better trainers, but not much. Gym leaders didn't really start covering their own weaknesses effectively with decent movesets or dual types until around Gen 4. Any game prior to that was ridiculously easy.

Grind a bit more or grab a fast Flying type and you'll be fine. Togekiss can be pretty good with Air Slash and Serene Grace.
Also you can go to Lighthouse safely. You can't battle Jasmine until you fix Ampharos so you don't need to worry about her right now.

why do people even argue about difficulty in Pokémon games, I've played through all the games with my starter and gift Pokémon only as a kid and it was still pretty fucking easy.
The only time where I had a challenge was Kanto's Elite 4, especially in Fire Red, and BW's Elite 4. When I replayed Blue and Fire Red with proper teams I breezed through them, the Elite 4s were pathetic even if I was underleveled, and I didn't have to use items until the champ.
I'd still agree that XY and ORAS are the easiest because of the experience share making it so that even the most retarded kid can have a balanced team.
Only hard part I had was with Clair with the team I had.
