Im okay with Quiet as a sex object. MGS has always had roots in 80s actual flick cinema, so the sexualized spy girl fits perfectly with the sexualized MC.
My gripe is shes a pretty boring sex object. IMO you really dig yourself into a hole when your character cant talk or wear clothes, and spends most of her time at a distance because muh sniper. But even then, there was plenty of room to make Quiet more interesting. She could have shit talked snake in that native american language the entire game. She could have had normal character development scenes like how she felt about other main characters instead of just sexy fight or awkwardly sexy scene.

Quiet has a lot of wasted potential, but it has nothing to do with the rain scene or her blatantly fan-servicey attire and behavior. I like Quiet in a general sense, but there are several issues I have with her:
1) Quiet has zero involvement in the main plot due to the option to bypass her boss fight or kill her. Even though nobody would do this and deprive themselves of both gameplay and story content, the game has to account for this possibility accordingly, anyway.
2) Out of all the characters in the game, we know the least about Quiet. We don't have any info about her history prior to the hospital incident, most importantly her history with Cipher and her relationship with Skull Face. For comparison, Code Talker mainly exists to provide exposition about Skull Face, but we know a lot more about the old Indian man personally than we do about Quiet.
3) While Quiet's mute characteristic comes off as cute at first, it makes it practically impossible to involve her in the story content like everyone else. Think about it: Most of the story content is relayed via audio, either in radio messages or recorded cassette types. Since Quiet can't talk, she's explicitly denied from partaking in the story, stacked on top of her optional nature as mentioned above.
