The actual answer is because the game was built in GameMaker, which no console currently supports (plus it's a piece of shit engine anyway). The Flowey fight is a negligible point, since 99% of the time, if a game crashes during an intense moment, the player will open it again, especially since there were many hints that the game save itself was changed. Toby himself has said that if it were to be ported to console, he'd more or less have to build the whole thing from scratch.
