The game is incredibly immersive. Lots of interesting quests and interesting ways to go about them. You need to put points into combat thought because it does become important later on.
Which for me kind of blows since you can't farm for exp which makes leveling up a lot more rewarding but makes the points more valuable

it's not overrated. but there is one thing about this game
you should feel nothing wrong with playing it with god mode or noclip on. the game isn't about the combat and the combat is AWFUL and hamfisted in. the city levels themselves can be so maze like at times that you go in circles 30 times without being able to find your way. I never had this problem with another game btw.
Just straight up god mode through the combat and play however you want is my recommendation. You'll understand what I mean when you get to the fucking super speed shotgun using guy. Who wants to play bad video game combat for like 25 minutes perfectly to kill a second boss of a game?

From what I remember, and it has been a while, any good ending required you to fight at least one, if not two, major characters and their underlings. There was no way to skip them, or defeat them any other way, you just had to kill them with your sword.
You could avoid the fights, but then you get the shit endings.
