I don't know how it was handled in burgerland but in the UK magazines were printing Raiden well in advance of the games release. I remember being annoyed that I wasn't playing as Solo Snake but when I got the game I was fine playing as Raiden, mainly because of the Skull Suit and sweet ass side flip thing he does.

It was a massive ruse in the US and Japan because all promotional material leading up to the games release was snake and the tanker chapter. Nothing else was shown. Also certain scenes on the Big Shell such as fighting Fortune had Snake instead.
Also the internet wasn't as big back then as it is now, so when the twist was revealed, many people went into hysteria or panic that they were basically tricked.

Really? one large complaint was how the trailers showed Big Boss gunning down kids and Kojima saying in interviews it's going to be dealing with themes so extreme it could be costly for him, then when the game is released all of Africa is one long protect the children mission, with Kaz going on and on about how we should protect their futures and offer them a change at a normal life.

When Konami eventually shits out a half assed MGSV DLC to appease the butthurt fans and milk a few more cents out of a dead game, people will think it was part of Kojima's masterplan all along and hail him as rusemaster general.
Remember when we thought the burial at sea cutscene was about those who died in Motherbase attack, a mourning for MSF? It was kind of underwhelming given the context in the game, pretty much the same as with all the other trailer scenes/quotes. "What comes around goes around", "The world calls for wetwork, and we answered. No greater good. No just cause." All dropped so trivially without any emotional buildup, such a waste.
