So is there any reason why Type-0 has really mixed reviews that is "muh 30 fps", or any problems thats been patched already/exist in the PS4 version?

It's a Square Enix PC port. There's nothing bad about it, but there's nothing good either. If you already played on PS4, I really don't see why you would get it on PC too...unless you want to cheat and get everything in the game easily.

Personally, I'm enjoying it. Got it during sale along with a bunch of other games but this one I'm enjoying, especially a hell of a lot more than Lightning Returns which everyone is praising just because it runs great right from the getgo.
Port wise, Type 0 has rough edges but nothing breaking at this point. Each time you open the program in steam it prompts to a preference window with a bunch of graphical settings. The game doesn't have a 'back to windows' exit prompt - you press escape and then it drops then and a new plain window shows up saying 'want to exit?' For PC exclusive people this probably looks incredibly lazy, but hell, the game works.
Graphically, if you're ok with a little better than ps2 graphics, its fine. If you're a graphics nut and want those alphas and textures and natural ambient occlusion effects, this game will look lacking. If you like how jrpgs look right now, the graphics are fine and the visuals themselves are squeenix standard, so even with dated textures it still has that charm.
Gameplaywise, I'm enjoying it. It plays like Kingdom Hearts with less flying around and more focusing on baiting the enemy to begin an attack animation so you can insta kill. Combat works in that you lock on and your combat reticle changes color when the enemy does something vulnerable - hitting them exactly during this window does massive damage. Spamming attacks won't let you do that, so you have to know how fast your character attacks along with how fast they attack to be vulnerable
You can grind to your hearts content by chapter 2 and onward through replaying old missions, which takes no time and actually handled through a different option in the title screen, and time in this game works like a dating sim where you talk to people with exclamation points and that takes up 2 hrs of time units.
tl;dr - gameplay wise, its Kingdom Hearts with instakill fun. Port wise, it looks rough but it doesn't crash

Square-Enix ports are only as good as the console version. Don't bother if you own a PS4.
Last time I tried, the launcher would open, the game would start up but then stop functioning after creating save data. Trying to launch it again afterwards would just start a process that doesn't do anything. Deleting the save data would just start this loop over.
