It probably met or exceeded their expectations. It's a niche game, wasn't heavily marketed, is a console exclusive, and that console has a high install base of dudebros with no interest in anything other than a FPS. Let alone anything with a challenge and little to no hand holding.
It just didn't have the depth of DS2 to keep sales going past the first week. After the preorder buyer's remorse wore off, the word of mouth got really negative. The dumbed down mechanics and lack of functional online were the final nails in the coffin. The awful implementation of chalice dungeons forever ruined the reputation of From Software. I'm not surprised the game did as poorly as it deserved.
