Talk to everyone outside, starting with the guy closest to the entrance.
Visit marked shops for weapons/magic/equipment but don't buy anything until seeing them all and budgeting accordingly.
Visit unmarked house, in order of least likely to be related to the plot to most likely.

I don't bother with item/equipment stores. You find plenty enough restoratives from mob loot/crap chests, and all the gear is gonna show up in the next dungeon, anyway.

Desperately seek a save point. So typically I go for the inn.
After that, I attempt to enter every building, starting with the closest in proximity. Until I reach the obvious event triggering zone.

Mainly, I'd walk around to see what's there.
Then, browse any good shops and take note of any quests.
Then, get to a bank to grab some coins if there's something good in the shops.

I go farm easy mobs so I can purchase the most expensive equipment my character can use only to find it in a chest or get it as a monster drop as soon as I leave the areaI really need to stop doing this because it kills my overall enjoyment
Weapon and Armor shops always.
Then make the decision to buy weapons or armor first since I can't afford everything. Usually go weapons so I can kill things faster to make up for lower Def to farm money.
