It's a game. It is a short game, but the boss fights definitely have effort put into their gameplay, except maybe the final fight in pacifist since it's impossible to lose.

Plenty of good games are short like Double Dragon Neon, but are very cheap. So it really does not matter. The game content to price value should be a factor. Not just game time.
