Because Kadokawa expressly forbid it. Doujin works are all a legal grey area, they only exist because the copyright holders allow them to. Most companies permit them because they know that the doujin market helps to grow their fanbase.
Kadokawa allow other Kancolle doujin works, but they've forbidden games from being allowed. Of course this is most likely because Kancolle itself is just a shitty browser game and any fanmade alternative would be much better.
