Ubisoft apparently still intend to make more Watch Dogs games.
Don't forget that the first Assassin's Creed game was not well received either but they managed to make that into something. Ubsioft have said they never expected Watch Dogs to be huge straight away, they just wanted to "establish the brand" first then begin making money with the sequels. Same as they did with Assassin's Creed.

Once they got over the technical achievements people began to talk about how it's actually a pretty dull, repetitive game. No one was recommending it to anyone shortly after release and it also got a huge price cut which leads me to believe Ubisoft was concerned not enough people were playing it to establish the franchise for the dozen sequels they had planned.
Assassin's Creed 2 was the game that was extremely well received. Even /v/ loved that one. I don't know why, I thought Assassin's Creed 2 was just as boring as the first.

The thing about watch dogs is the build that leaked early was not the final retail build. Most people here pirated the unfinished version and then shat on it.
The game deserved to be shat on because it sucks, but not because of problems in a version that wasn't even meant for public consumption.
