GOG did a giveaway because they were taking Fallout 1, 2, and Tactics off of everything. But since Bethesda finally got the rights to the oldies they're going back up and on sale.
Bethesda just recently put a bunch of shit on GOG, including Redguard and Battlespire which is cool. The "new" Fallout 1, 2, and Tactics on GOG have less bonus materials though, since Interplay is bitter about everything and didn't give Bethesda rights to them.
TL;DR, Interplay used to be selling them and they stopped. Now Bethesda is.

Personally, I bought them on GOG prior to the giveaway and I bought them again on Steam because I like having Cloud saves.
