Developing a remaster takes far less time and budget than developing a brand new game, and many remasters aren't even done by the developers but rather a team that exists solely for projects like remasters and ports. For example Bluepoint, the devs of some the better PS4 remasters like Uncharted and the upcoming Gravity Rush, specialize entirely in remastering and updating games rather than developing them.
Remasters are frequently pointless, but they detract from nothing. You're not losing out on any new games simply because remasters are being made. If anything you could argue that they contribute to further development, provided they turn a profit that can feed back into later games.
