Eventually. Initially they mostly bring pillaging and death. Take that mission with Ves and Roche for example, where the Nilfgaardians go to hang every fifth villager in a village because someone in it helped the enemy.
Of course, the northerners would probably do the same in Nilfgaardian lands. Not saying the North is good but the Nilfgaardian invasion, at least in the early stages, hardly brings peace or stabillity.

Correct me if I'm wrong but the witcher series has rarely depicted any kingdom or organization as wholly good or evil. The kings in the north are all bastards in one way or another. The one exception might be Upper Aedirn under Saskia.
Agree completely with what you said about nationalism though, that scene in the inn struck me as very weird. Though I do remember advertising for one of the witcher games describing it as "a medieval yet at times surprisingly modern universe" or something to that effect.
