Exact same thing happened to me, but then i talked to a chocobo chick on a different day and she gave me the outfit. I think it bugged out cause that kid pickpocketed a firework from me. I took it back from him but i think it just messed it up somehow and even though you get a pop up saying you get the garb, it didn't actually register.
Idk, i've found a lot of bugs in the game so far. I instantly handed in the quest the cultist guys give you to collect 3 desert flame gems because i already had went to the underground grate near them before i was supposed to, and it bugged out when i tried to pick up the gem, so i kept spamming pick it up and it gave me 4 of them so i didn't have to go buy them from other NPCs or anything. A lot of quest NPCs loop dialogue before correctly progressing their dialogue. Just stupid shit like that.
