If you're looking for a console version code I know there are still some factory sealed TNO games with the Beta access being sold on the various bidding sites. If you're trying to get it for PC then you're probably out of luck, most people have probably registered their codes already for a chance to get into the Alphas.

The Beta is scheduled to start closer to next year's Spring release date. They haven't announced an official date yet aside from that time frame.
They said they wanted the Alphas, Beta, and final release to be spaced apart so my guess is the Beta will probably happen a month or two before release. There's still another Closed Alpha planned too, probably for early next year.
