PC is a good business for everybody from small devs to huge companies.
For huge companies sales on it look differently. They're typically taking long time but sell better overtime. While it doesn't look well on charts execs show to investors, the fact that people still play(and talk about) prequels when you're trying to hype-up sequel is very, very good. Then you have the enormous MMO/F2P box everybody wants to take over.
Even then, let's assume PC sells 10% games(roughly true) - to have 10% more or not to have 10% more? Depends on the amount of money porting costs but it seems that most of the time it was little enough amount to port games.
For middle sized and small sized devs it's still good because licensing costs nothing devkits are free and the community is less hype-oriented and houses more niche audiences than consoles so again it's very good platform.
Hardware has minimal influence here unless you count having better-looking version so you can show better bullshots to everybody as important factor in decision making.

When steam as a thing came out PC gaming did better. With a smile on my face I came back from store holding Empire Earth 2 and Spellforce 2 copies while waiting for Rise of Legends, Age of Empires 3 and Supreme Commander to release. And these are only RTS games.
What is true though is that at some point devs wanted to make everything(I mean EVERYTHING) multiplatform because "muh PC gamers piracy shit fuck dick lol", when results were... not so great - see Crysis 2, Supcom2 and Civilisation:Revolutions as an examples, some companies went down some had time to rethink their strategy, some thought that they should abandon PC as a whole... and that's where steam comes to the play.
It was literally zero-effort platform. Big userbase, one-time cost(just to port the game, no need for further printing discs and shit) full time profit. Of course digital distribution was there for longer, but it was the first successful attempt to centralise it so it was more approachable. Only idiot would quit. And surprise, everybody stayed here.
I'm not saying it's some kind of saviour of PC gaming, but it had some influence on the platform not going straight to niche(maybe it would be better?)

I gave up on replacing my broken gaming PC. I switched to consoles for gaming because I can buy those things for monthly payments from my ISP and I won't need to worry about system requirements.
EVERYTHING NON-GAMING RELATED I DO ON MY PHONE OR TABLET.
And even people who NEED a keyboard mostly aren't working processing-intensive jobs like video editing or digital rendering, so they just buy notebooks. The average person simply doesn't drop top dosh on a workstation anymore because there exist are cheaper, compact, portable alternatives that can do everything work-related without costing a fortune.
And in the future there won't even be consoles, because even the biggest games will be streamed through the Internet directly to your TV. Or tablet. Or phone.
Even when you look at the PC gaming landscape now, its mostly the domain of tired MMOs, eSports trash like DOTA, and the odd indie gem. It certainly isn't profitable anymore to exclusively develop ambitious titles for the platform. The only people that make huge money off of PC gaming anymore are shithead timewaster companies with their microtransactions and hardware manufacturers with their overpriced components idiots keep buying.
Ironically though, it will actually be the PC that will remain standing. It will be an extremely niche, hobbyist sector because everybody on Earth will stream their games because all that will jeed is amsubscription, and Internet connection, a screen and a controller, but it will definitely remain.
It just won't be relevant. At all.

From the consumer's point of view, the very notion of hardware requierments willmcease to exist. As long as you have a screen, a controller, an Internet connection and money, you can play whatever you want, no matter how old any individual component you possess is. Cutting edge hardcore gaming on a ten year old phone. Now THAT is the future.
Also, consider the publisher's standpoint: with streaming, they could finally take peoples money and let them playmtheir games without the customer EVER coming anywhere close to physically owning a single solitary byte of their games' code or assets. Video game streaming is the game publisher's wet dream because it would grant them unprecedented, absolute and total control over their product. And with the abolishment of system requierments, the masses wouldn't complain one bit!

To be fair, PC is literally an expensive console that can play console games better than consoles can, provided the games are actually optimized. Unlike the consoles, PC doesn't have Microsoft or Sony buying exclusives for it, nor does it have any Japanese games that aren't delayed console ports. MGS5 and The Evil Within are the only Japanese games ever made to have simultaneous PC and console releases. So in essence, it's a strong console that only shares half of its library with contemporary consoles.
