This pic is bait. Its meant to trick you into thinking the answer is 6 or 9. However, there really is no pattern. The trickery comes from how the 6 and 7 row have been rearranged.
The "riddle" of the pic doesn't make much sense either. 5=20? No it doesn't. 5 * ? = 20 would make the riddle make sense.
The answer is that there is no answer and anyone who answers 6 or 9 or anything else is foolish.

if anything it's a flawed riddle. notice the absence of 4? if it was there, then it would go:
4 = 12
3 = 6
however since how we read is actually what trips us up, the first data set isn't consistent, and then 2nd data set is what is true.
so the answer to the riddle is following the pattern in the 2nd set, regardless what the first set is. so the answer is 9.
