Contrary to popular stupidity, RPG's are not defined by the fact that you play a role. RPG's are defined by a character progression model and core gameplay mechanics directly derived from said character progression: such as character-statistics derived problem-solving options taking precedence from other mechanics of the game.

CoD uses certain mechanics similar to those used in RPG's yes. But they hardly take precedence: they only work within the multiplayer component of the game, and they definitely do not take precedence to the actual twitch-based gameplay. Perks and unlocks don't really offer considerably different problem-solving options.
