2 things
1. play to the late game of civ V, it's the only time it's interesting
2. the 4X genre on a whole should not be judged on the merits of civ V, Civ V is pretty trash even with all expansions. It just appeals to a broader range of autists than the average 4X game

I think he's saying that there are not really 4X that AREN'T TBS/RTS. So the area covered by neither is goofy.
The only genres I can't really get into are them map-painting games, and "realistic" simulators

Games where moving around and exploring is a focus, with good level variety and a few mini-games/boss fights. Other gimmicks are good for variety (eg light RPG mechanics or driving)
Stuff like Crash, Spyro, Ratchet and Clank, Jak and Daxter, Sly Cooper.
