Yes and no. People acknowledge that he's a dirtbag for doing what he does, but he's also a likable character that that does good things. He's a good character really.
His actions are almost always played for laughs too, so you get a "boys will be boys" vibe from it.

It depends on the game and path you take. For example, in KR he becomes the demon king and enslaves humanity (he can do a lot of fucked up shit in this game) but he's also saved kingdoms and shit like that. It's probably more accurate to say that Rance is an evil person on the small scale of things while in the large scale of things he can be considered a hero.
