Most fighters with large rosters are either sequels in long-running franchise that can port most of the characters over from older installments or padded out with clones (see: the DBZ Budokai Tenkaichi games which claim to over 100 characters, which is bullshit because most of them are transformations and clones of each other).

No, it generally hasn't. There was alot of active discussion on how the game could be improved back when it debuted, but there's been not attempt to address these problems. And machines don't get pulled based on reasons you concocted, because it violates business agreements with arcade publishers like Namco, not to mention, many machines are capable of "long play" like that, and don't get pulled. There's actually an effort to keep less of the machines but keep them spotlighted because it creates queues, players waiting to play machines and games where you can get long plays from single credits, and while waiting play and try out other games.
Their getting pulled because people aren't playing them, and even still, Japanese gamers aren't confident the Wii U port will fix anything.
I'll never understand why people make shit up about what's going on in Japan and how things are received over there when not everyone who lives here doesn't speak English or browse english sites. Long play is not uncommon in major chains. Most chains will have those machines in a much smaller number as it builds lines.
Mario Kart Arcade GPX (the third Mario Kart arcade) was actually designed around this concept completely, including karts that you can only unlock by extending your play time out of a certain amount of credits.
It's also had nothing to do with Pokken being pulled or it's lack of popularity.

Look at both images. If you had the first one in front of you and someone told you they were adding in five new characters, where do you think they'd go? And if you didn't know the bottom image was the final launch roster, wouldn't you think that there could potentially be at least two more characters?
If this isn't enough proof, I can show you other arcade vs launch roster UIs for more examples. Not to mention Pokken launched in arcades six months ago and we've only gotten two new characters since then, not counting Libre. The game launches in six months.
