People use it to mean all sorts of things from a descriptive definition to a normative one. Secondly, what is a mental illness is largely a value judgement, not an objective assessment of science so saying something is biologically proven not to be a mental illness is simply an illogical statement. There are criteria for mental illness, such as self-harm or danger to others, but again these are only value judgements.
I'm not saying homosexuality is a mental illness, but saying something is natural and therefore is not an illness is not an argument.
