I once asked a voice actress about this stuff in most games -the voice of SFIV's Cammy- and she told me that not only was it a money issue since they couldn't afford bringing foreign voice actors to the USA to record some lines, but that they didn't want to risk putting an accent themselves to avoid criticism.
Thank God voice actors do actually put silly accents in my country.
