Do I have to play 999 before this?
Throughly recommended that you do, I haven't finished VLR yet but my friend who completed it without playing 999 said that there were a few references. 999's a fantastic game so you should play it anyway

I would say yes. The reveals throughout the game really tie in a ton to 999. It would be infinitely more interesting with knowledge of the first game. The series really feels like one big story, so you shouldn't skip any of it.
