Depends which of their hitscan weapons does the most damage, since they'd be easily able to outrun any projectile weapons either may have.
I would figure Sam's minigun outdoes Duke's Chaingun.

Correct, I believe.
What about shotguns? Sam's double-barrel would do a lot of damage but it's really fucking inaccurate, while Dukes only shotgun does a fuckton of damage too iirc and is reasonably accurate.
Of course this is implying they wouldn't just team up and completely destroy anything that is causing a problem.
