But if by "pacifist" you mean "personal army" it's pretty doable. Just tame everything you can. Beasts, mutants, people. Minimizing Fast Travel might end up being a bitch but it shouldn't be hard to regain your army.

You can make settlers go out and scavenge. I don't recall how, though. I just use a mod to get infinite resources, because collecting junk should not be the focus of Fallout.

If anyone is wondering why the game requires rediculous hardware as minimum, gameworks. gameworks games are the only games where the minimum requirements are ridiculous. I removed the ini's and got almost double the fps. Nvidia is actively destroying the pc platform.

Also there wasnt that much enemy variety in the game, it was either Raiders, Super Mutants, Mirelurks, ghouls or synths.
If a game has that many locations I atleast want them to be different in both enemy spawns and story.
One of the most memorable dungeons was the mayors office in the left border of the map. They didnt shove enemies in your face and let you focus on the environment and its story. A mayor fucked up killed himself in the bathtub with a toaster. The story gradually reveals what happened to his family as you descend into subterrean levels. Once you have explored the whole facility they shove synths into your face(which is unnecessary but better than having enemies from the start). Theres also a deathclaw in a nearby cave system. Also glowing sea was one of my favorite places since it wasnt oversaturated with shit.

Build scavenging stations, I've tested it and yes, they do deposit scrap.

I have like 4 or 5 settlements with 25+ people. Typically, I have 4 people farming, 1 person doing a guard route, 1 on a supply route, then if I can fit them, 20ish scavenging stations. It's almost broken that you can have a scavenger settlement that's connected to the trade hub.

I never had a problem with the wheel itself because I know it's stupid to blame an interface for lack of quantity or variety of dialogue. However FO4 sure proved the naysayers right by doing pretty much everything about the dialog system in the worst way possible. All they needed was a timer and it would be worse than Alpha protocol's.

I don't think that many people disliked it for what it was. I couldn't finish it when I played it because I'd gotten done with a fucktong of F3 playtime and NV felt too much the same. Yeah, it has some good improvements, but most of those I already had but better via mods. There were other things I disliked about the game or things I think F3 did better, but utlimately the better game and the better RPG is NV. Not by a MASSIVE margin, but it's noticeable.

But F3 was already kind of outdated by the time it came out, and NV was almost a mod of it, I'm sure that'd turn off a lot of the casual crowd.

The layout itself is probably the best Bethesda's ever done, barring maybe Morrowind, but it's utilized horribly. It's blanketed in dungeons and player-made settlements, with very little in the way of unique content or interesting locations. There are only two actual towns in the entire game.

boston is great, nice verticality, no bullshit metro tunnels everywhere to make it feel bigger than it is. It's much, much better than Washington. The only weird thing is the fact that roads are hilariously narrow, like I'm in Venice or something.

the best improvement is that theres a vertical component to fights now like you can be on the ground floor sniping raiders halfway up a buliding or on the rooftop or on a completely different building

its doesnt work the other way cause when your at the top of a building nothing spawns on the floor but its still an improvement over 3/nv where everything was flat

then again according to the artbook there were jetpack enemies that were cut from the game

I'm still a little sad there's no nightstalkers but I didn't really expect they'd be put in. Surprised there's no centaurs.

the dungeons are all uniqe. I wish they would have fleshed out a few of them a little more but all the information and stories of them are in the terminals. You can also find uniqe places by folowing the strength of a radio signal. The mods for this game will surpass anything in the previous games by far. There is a good base game here with lots of room for modding.

I was heartbroken.

Seriously, though, the system's worthless until more specialized functions and a greater degree of settlement autonomy/personality come into play. As it is, every settlement is practically identical in every aspect but aesthetics.

you can see what they had in mind though with the water purifiers. I'm sure they were planning on making one settlement produce alot of one good that needed to get to the next settlement. the farms are another example. You can also see that the defense game was supposed to be a sort of tower defense type thing. You can be sure it can be modded in.

Make it so settlements can actually defend themselves.

Once they're under attack if you dont go help them everything automatically gets destroyed and you lose 2/3 random settlers.

Even if as soon as you teleport there the rocket turrets instakill every enemy. You have to physically be there for it to not fail.

Vanilla NV had more quests and considerably better quest design. It had more perks, more guns, and just as robust a crafting system. Fallout 4 has more locations, but most of them are incredibly similar in how you interact with them. Settlements are few and far between, and the custom ones are a seen-one-seen-them-all affair. It's not even a quality vs. quantity thing - there's just less unique content in Fallout 4.

There are only 229 ranks for non-SPECIAL perks. Again, half of them share the same functionality as skills. Even if you include the bonuses some skill-perks beget (several of which don't even work) and include the attribute perks, there are still fewer perks than FNV, which also has challenge perks. That you invest more perk points in a single perk does not increase the number of unique perks.

Weapon variety increases the number of moddable weapons and makes for a more robust tier system, which Fallout 4 partially compensates for with its own tiered mod system. I never had a problem navigating the mod UI, which is hardly clean in Fo4 either. Handloading and ammo types could hugely impact the viability of a weapon, with several ammo types functioning just like some of Fo4's mods. Half of Fo4's mods just let a gun do the same thing a separate weapon could do in NV, or are completely obsoleted by another mod. There's about as much functional variety in both systems.

The situation in the pre-war murrica was rapidly going to shit, due to massive economic and social turmoil, including huge inflation, which made everything expensive as fuck. Regular folks would not have afforded proper guns towards the end of that shit, so them making their own guns is perfectly reasonable.

Atom Cats make even less sense than the institute

They're on a small peninsula, which has an entrance guarded by a Gunner base

Their only commodity is that they can repair power armor, which only the BoS, Gunners, and Raiders have, two of which are hostile to the Atom Cats and one of which doesn't need their services

They also lack a boat to get to the place they say they've been exchanging repairs for food
