I feel like keeping it locked if it uses mechanics found in late game early on is ok.
W101 is the best example. Hard mode uses enemies in chapter 1 that require an ability you learn in chapter 5.

Are you autistic? Why, specifically, should the developer care if I play the game more than once? Playing it twice doesn't mean paying for it twice.
Of course, I'm not saying developers shouldn't try to add replay value or extend playtime. But if this is done artificially by locking content which I want to play right away, it's not going to make me enjoy the game more. At best, it's going to inflate my playtime to the benefit of no one. At worst, it's going to cause me to get bored of the game before I have a chance to play hard mode. If the game is worth replaying at all, it won't make a difference; I'll play the game as many times as it continues to entertain me, and the task of tediously unlocking each new difficulty level with a full playthrough will have nothing to do with the number of playthroughs I complete.
The ability to skip straight to hard mode in the PC version of Alan Wake makes the game at least 20% better.
