They'd have to statically animate them for all characters, really. Even detecting the collision of many triangles against each other alone, especially in 3d, is atrocious, even if you were to use something like the algorithm by Devillers et al, Tropp et al, Moller, or other ones.
Either way, you're computing a great deal of information, especially when you're doing it to many triangles that you might have to be really selective and possibly hardcoded, and using several divide and conquer methods to make sure information is only calculated on a less redundant level. Such as not needing to calculate the collision between one's penis and the back of his own head.
But all in all it's just aesthetics when they just want to compute gameplay-relevant information without the slowdown caused by that kind of computation.

Tekken has some of the worst designs for males, but they have some of the objectively best female designs. The only women I dislike in Tekken for their designs are Alisa, Josie, and Lucky Chloe. Every other girl is pretty much a 10/10 right up there with Chun Li and Cammy.
