Combat aside, I really liked the first Witcher the most. The story felt the best and the world felt alive. I didn't enjoy the combat in the following 2 either, so that may be why.

Minimum level required for it is 30 (which is pretty much endgame of vanilla), but you can start the DLC as a new game, where you'll automatically get leveled to 30 and get appropriate gear. You won't be able to do the vanilla quests though. It's a separate story that ties with the very beginning of the game, so it's up to you really.

Decoctions have no connection with spec'ing for alchemy, they're already OP as fuck. There's actually one that restores health when you spend stamina, so you can literally just jump a couple of times after every battle to get your health back. Shit's broken as fuck.
