That's more a consequence of roughly similar production styles. A lot of hip-hop instrumentals are simply well-organized samples, with the earliest just being looped funk bass riffs.
Vaporwave actually owes a lot to hip-hop production-wise, since DJ Screw was doing essentially the exact same thing.

The actual truth of selling cassettes is that they are definitively the cheapest way you can sell them with decent quality comparatively.
It costs a lot more than you think to make actual CDrs (not just ripping songs to a CD).
Cassettes allow the producer to put out a physical copy that looks and sounds decent.
