There was a shit ton of build up and then it falls flat on its face, don't even pretend that the game didn't completely fail the player in that regard. Monolith did not give a shit and that sucks because I love FEAR. Was pretty painful to see them drop the fucking ball.
Now, I'll admit I'm just angry. It doesn't REALLY deserve a 0/10 but that's my opinion on it. It's not worth playing unless you're just flat out obsessed with Tolkein or Batman combat.

I suppose you'd have to go about it with a user score system of people rating a binary "liked/not liked" and from that you could then get your "53% of people liked this game" thing which would translate well in a 5.3/10
I like imdb for this reason even though it's mostly people rating either 10/10 or 0/10 which is the same desu but their huge sample size of voters and you can see a pattern in movie rating and 5/10 seems to be a true average on it. Every time I picked a movie deviating from the it, be it a 6 or a 7, it really reflected in the quality of the movie and there might have been only one instance in which I might have personally thought "wtf did they people think rating this a 8" but that was probably me just not getting it.
All that to point out that I don't think video critics are critical enough about the game they play and so do the users which explain a lot of disparity in metacritic review and user scores

A 0/10 would pretty be a game that literally doesn't go past the title screen. If there's any sort of gameplay and goals, it's automatically a 1/10, IMO, so no, I don't think there's ever been a generally agreed upon 0/10 game. Even the worst games I've ever played were like, 2/10 at worst, 4/10 at best.
Also, I hate strategy games and I have more fun playing the worst games I've ever played than I do while playing a strategy game. I want to say I could personally put games like Civ and Endless Legend at a 0, since I literally stop playing by the end of my first match and never want to play it again, whereas in Sonic 06 or Drake of the 99 Dragons, there may be actually be something fun that happens, or an interesting challenge. I WANT to say that, but I'm sure that if I invested the time into getting good at the game and learned about all the shit that goes on, I'd get at least some enjoyment out of it.
In short, any functioning game can't really be a 0/10. Your enjoyment of a game may be a 0, but as long as the game works at its most basic level, it's at least a 1.
