The modems Sony uses for their consoles are not even remotely close to network standards.
Transferring data from a VITA to the PS3 requires communicating with the local WIFI device, instead of direct communication.
If you think the download speed on PS4 is bad, just wait until you see how fucking retarded Xbox One's is. It took an entire day to download Ark on there, and my average download speed is 2.0 mb/s.
