my favorite loadout is guns, scoped sniper rifle, sequioa and desert ranger combat armor but if you want something unorthodox pick logans loophole and just fuck shit up while on chems with a Fist of Rawr
RP as a guy who was frozen in a vault as the bombs were falling and now has to find his missing son.
Also use the console to give yourself 100 in all skills.
Is there any ENB with decent performance? Playing a shooter at below 60 is a no-no for me. Also, this is my first playthrough, so any tips are appreciated.

Not really unfortunately.
I used the "Enhanced Shaders Mod", but only put the "pulp color changer thing" in and not the actually shaders. The lighting doesn't look amazing, but it's way better than vanilla.

Get JSawyer mod. It's a rebalance patch by the game's original developers.
The DLC campaigns are recommended to be played in their release order. They have one interconnecting story that concludes with Lonesome Road.
Dead Money > Honest Hearts > Old World Blues > Lonesome Road
Level wise the recommended order is different (HH > OWB > DM > LR), but whatever you do leave LR for last.

JSawyer is good even if you're playing for the first time. It rebalances some small things without making fuckhuge gameplay changes. It's almost an official patch that never made it into the game.
I also listed the recommended level order for the DLC.
To elaborate more:
Honest Hearts can be started at any level.
OWB is officially recommended for 15+, which I personally don't really agree with as most enemies are humongous bullet sponges even if you have max weapon skill.
Dead Money's difficulty is blown way out of proportion even if its officially 20+. As long as you have at least one weapon skill at max it'll be a breeze. However you may want to start it at high level as it has some high level optional skill checks.
Lonesome Road is fuckhouse of hardest encounters, but unlike other DLC you can leave the area whenever you want and come back later to complete it if it ends up being too hard.
