It hard to say since a lot of the times Wily one up Light, it was due to him more or less coping the general idea and improving upon it. Light made a robot that can slow down time while Wily made one that can stop time. Wily's work also tends to suffer from design flaws or just not having the materials/budget to make what he originally wanted.
