Set it during the Mexican-American war, main character is some sort of treasure hunter looking for a pot of gold in the coastal border states in the south-eastern US. Set it against the backdrop of rising political tensions due to abolitionists, add in some morally grey war-time stuff about suffering civvies, and make the main character driven by his own motivations, giving the player an opportunity to do some moral choices of his own like in the first game.
Also, maybe add in multiple characters, like in GTA5, allowing you to experience the conflict from multiple angles.
