It's a bunch of people trying to do for RCT what OpenTTD did for Transport Tycoon Deluxe. Re-writing RCT2 in open source code, re-implementing all the shit they took out from RCT1, adding cool new features, multiplayer, optimizing for modern systems, etc. Shit takes forever to decompile and re-write, though, because it was written in assembly. Until they're done doing that you still need code from the original game to run it.

Keep in mind that each difficulty level really is different from each other. It's not just standard buffs, but the entire map and enemy placement are laid out differently, and all bosses have new movesets. Furthermore there's a lot of ways to sequence break each difficulty. Well, except for the last one, but that's because it's even more special than the other difficulties in other ways.Such as being an entirely new story.
