It's actually a pretty well designed, fleshed out place. The problem is doing it alone and that you're too weak to steamroll the obnoxious amounts of enemies and that it takes forever and a fucking day.

Peragus isn't the problem. It's a pretty atmospheric level and people tend not to find everything out about the miner mystery first time around. On subsequent play throughs you find out more and more which is quite satisfying.
The problem is Telos, which takes place immediately afterwards. That place is bland as shit, both the ilthorians and cerzeka are unlikeable, and you have to do so much backtracking to their offices, then to Grenn, then to the docks, back to the offices, etc etc, when the whole time you just want to get to Atris to start the real game.

I both agree and disagree. I played kotor 2 about 9 times now. Yes, peragus is boring, tedious, one big intro sequence and for the plot not at all that amazing.
But you could say it´s empty because it tries to be atmospheric. It sets the tone rather perfectly for the rest of the game being in stark contrast with what Kotor 1 was. Perhaps you´ll only appreciate it the first time you play the game and might use the ´skip peragus mod´ after, but as a design choice you have to admit it wasn´t bad at all.

The first level of Deus Ex is weird because as a level it's fantastic. It's fairly open, it's short enough that the pacing doesn't get bogged down, there are tons of things to find if you have a mind to explore, and it's laid out in a way that gives multiple clear ways to accomplish the objectives with plenty of room for other emergent playstyles if the player wants to fuck around. As a Deus Ex level, it's really well-designed.
The problem is that as a FIRST level it's not good at all. You're just dropped into it with little to no context aside from the terrible tutorial (which many players likely skipped anyway), given a short conversation and a couple objectives, and left to figure out what the fuck is what. There's nothing to ease the player in, and there's no real "hook" to pull them into the game at that point since they probably won't appreciate the open-ended level design at first glance, so it takes a certain degree of patience just to get through it as a new player. It's a level that's way better if you've already beaten the game before.

Even if you're sticking to the absolute critical path it's still the third major area you go to. It's the fourth or fifth if you do things in the order the game expects you to, and potentially as far back as the eighth if you explore everywhere before it (aside from DLC).It's also great, fuck you. Literally anything other than "here are some objectives, go do them" would do a better job of introducing new players. For example, something like the Hell's Kitchen stuff from slightly later on - an explorable non-combat area with NPCs and things to interact with, with multiple clearly distinct paths through entirely different combat/stealth zones to an objective.
Liberty Island is a great demo of DE's open level design, but even with the map it's arguably too open to be a good intro for new people. It's easy for impatient people to just give up there because they don't know what angle of approach to take to the objectives or what all the other shit is.
I personally didn't have an issue with it (although I took a very long time to do the level on my first playthrough) but you only need to look at how many people who try to get into Deus Ex drop the game there to see that it has a problem with onboarding new players.
