He didn't say it was rushed, just that they wanted to fill more stuff in it. He's a perfectionist and is never happy and always wants to add more. For example he wanted to add Yoshi since SMB1.
SMW is still chock full of content and has the tightest controls of any Mario game so that means a lot of time playtesting, it's hardly rushed.

Hell, there's cut content proving they had ground pound and wall jump sprites for SMB3. So fuck it, what the hell were they thinking going halfway here? the way it is now, it IS jarring switching styles, and that's fucking great because why in the holy name of fuck should an NES game play like a Wii U game?
I mean, if they went all the way you could just call the other styles graphical styles and you'd get an even smaller minority complaining about the engine not being replicated because by then it's not an expectation. The main problem here is that anything added has to be accounted for on every other style, and most of the other games didn't have enough powerups that could act as equivalents. Most of the other SMB3 powerups didn't show up very often anyhow.
They should have at least been able to add the desert and ice themes, though.

I've been replaying the whole series again recently.
I also used to think SMB3 had superior level design but... it's there. The hardest levels are auto-scrollers. You can also skip levels using the cloud, and the game throws P-wings at you pretty often. Levels are also very short, you can skip whole levels with just a regular leaf suit/tanuki suit. I remember skipping an entire level of world 5 with a regular leaf.
I'm not shitting on SMB3, I love it, but this whole meme that SMW is too easy because you can skip levels needs to end, many levels on SMW are also underground where you can't bypass them with the cape, and even if you can, you're not forced to, just don't fly through the whole level and play the game. I didn't intend to fly through that whole level on world 5, but I wanted to see if I found any secret and I finished the level before I knew it, so short.

And? so does SMB3. It retains the theme of ahtletic levels, underground levels, sky levels and castles. SMW also has all those.
SMB3 has unique settings like desert (that later became a kinda overused setting on the NSMB series, but anyway) and ice land, but SMW has forest setting, also has some ice levels (althoug admittedly very few, they're still there), the difference is that SMB3's levels are divided by themes: grass land, desert land, sea side. SMW has different kind of levels between worlds, you can access an ice level in donut plains.
