This is about as good as you can do on your budget, unless you're willing to buy used.
Speaking from experience, the R9 270's more than enough for high settings at 1080p in all of those except MAYBE FC4, and since all Skylake chips can be OCed now there's a chance your board will get OCing unlocked on it too down the road.
You'll have to keep in mind that FC4 refuses to boot with dual core CPUs, but I'm sure there's a patch that bypasses that arbitrary limitation.

there's a lot of shit coming next year that will be pretty big advances (zen, dx12, artic island/pascal) that will really shake up cpu/gpu prices so it would be best to build it then

It's $520, you can probably get it a little bit cheaper if you look around more, I don't know of any american sites for computer parts than Newegg so you may have more luck. I recently built my GF a similar budget build so adapted it for you (main difference being she has more ram and an i7)
This'll run all the games you listed on high / ultra at 60fps without a problem, you can then upgrade the GPU and RAM when you want to. The 670 is a solid card for your budget.
