It is good.
Not great, but good. Bite sized fun, maybe a little on the easy side. Could use more color, tho. Also the combat system was pretty interesting, it's a shame they didn't really exploit it, it feels kind of half-assed.
The music is great, tho. Besides that, I don't know why people praise it so much.

If Undertale were to have a flaw, but also zero good points to make up for its flaw, then it would be understandable to dislike it. However, other games with that same flaw but also good points to counter-balance it can be argued to have merit.

That's why people hate it despite being a relative cheap indie game with decent length, replayability, and a varied soundtrack.
