Few reasons, first and most suspicious is that we haven't seen any in game model or design of her yet. Granted they could be giving us the Kingdom Hearts treatment and piecemealing it to us. The second is a statement they made recently about them wanting to alter some scenes given " the current social climate" or something. Couple that with the recent DOAX3 debacle and it isn't hard to assume they are going to change her design so they won't have to receive any form of backlash from people who are loud and won't even buy it to begin with.

The reason Cloud acts this way in AC is pretty simple. He's got the planet cancer and his sonfu got it as well. He has no idea how to heal it and he can only watch how people drop dead from the cancer. He knows he and the kid are next. Suddenly, Sephiroth's remnants happen and cause a ton of trouble. Close to the end of the movie, we have our old Cloud back, when he learns how to fight geostigma and gains back faith in his own abilities.
