Second, history is full of dictators and dictatorships like Caesar's as well as the attitude of exceptionalism they have towards everyone else. As for why I think you don't understand Fallout, according to J.E. Sawyer they aren't even meant to be morally grey. They're meant to be an example of the series' theme that "war never changes". However you're right about the Legion in the game not really taking into account the matter of succession or their faction's longevity as a whole.
